The most common sized picture frames are for 4×4, 4×6, 5×7, 6×8 & 10×8 inch photos.

The convention for naming picture frame sizes is that the frame size refers to the size of the photo that the frame holds. The function of the frame it to display the photo so the frame size designates this.
(It would be too confusing to name the frame size by its external dimension as it would give no indication of what size photo it holds & it would be difficult to size a frame that was not square of rectangular).
